"It's a poor workman who blames his tools." A craftsman will use his superior skills to make it work. He will not blame his tools or the blueprints or his coworkers. He will earn praise from those around him by getting the job done.
It's a poor theologian who blames the Bible. It's a poor pastor who blames his church. It's a poor church who blames it's city. It's a poor Christian who blames God.
